Bounty of Road – credible but non-canon

Road believes himself a sun god, rules alone over a personal diorama where he keeps humans and giant animals as captives, and openly looks down on anyone not born on Elbaf — the story itself treats that claim to divinity as a joke, never as settled fact. None of that, on its own, sets him apart from any minor antagonist introduced early in an arc, which is exactly what he was before switching sides to join the Straw Hats alongside Hajrudin's Giant Warrior Pirates, where he now serves as navigator.

The reason for that switch goes back further than the plot suggests: Hajrudin protected him as a child from bullying by other giants, back when his relatively small size, for a giant, made him a target rather than a tyrant — long before either of them became S-rank mercenaries for Buggy's agency. Road, Bjorn's older brother, owes his current loyalty to a childhood debt rather than a contract, which hasn't stopped him from replaying, on a miniature scale and on his own turf, the very dynamic of domination he was once subjected to himself.

No bounty confirms or rules out his status as a criminal. The World Government tends to document pirates who threaten a trade route or a territory under its jurisdiction; a giant ruling his own private diorama, on an island no official map really covers, checks neither box — not alarming enough to flag, not compliant enough to ignore outright.
