Gerd only exists on the page because Elbaf has recently become a place where the story actually happens. A former S-rank mercenary hired through Buggy's own agency, she joined Hajrudin's newly formed Giant Warrior Pirates as ship's doctor — and, unusually for a former freelancer, as the one the crew trusts to patrol the island itself against outsiders. Her weapon, a single-bladed axe, has never once been shown in use — an equipment entry with no fight on record to justify it, which is unusual for a mercenary of her former rank.
Nothing about her file reads like an ordinary pirate's. She doesn't raid; she patrols, and heals the rest of the crew before anything else. That double role — treating her own crewmates while guarding the gates of a territory that, by birth, isn't even hers, since she arrived from outside — drops her squarely into a category the World Government has never had to rule on.
No bounty has ever been confirmed or ruled out for her, and the ambiguity makes sense on its own terms: a mercenary paid by the contract fits neither the declared-pirate box nor the fugitive-criminal one. Elbaf, for its part, remains a territory the Marines have never been able to map from the inside — which closes the question rather than settling it, for her and for the two other former mercenaries now standing beside her.
