    Judge staked his own kingdom's seat on a wedding. Before Whole Cake Island, the Germa Kingdom held a seat at the Levely, the assembly of monarchs allied with the World Government; once the alliance with Big Mom collapsed in public view through her own betrayal, Germa lost its place at the next session — Vinsmoke himself expected exactly that outcome before the Government ever ruled on it.

    This king never fought as a plain soldier, though. A former research partner of the scientist Vegapunk within MADS, he co-discovered the Lineage Factor used to genetically alter his own children before they were even born — his wife Sora dies trying to neutralize one of the injections meant for their son Sanji, who keeps all of his emotions because of that sacrifice, unlike Ichiji, Niji and Yonji. Driven out of Totto Land after the wedding collapsed, Judge founds a successor organization with Caesar Clown, NEO MADS, carrying on under a new name research the Government has never formally condemned.

    His Raid Suit, a propulsion exoskeleton, still couldn't keep him from being struck down by Zeus's lightning once Big Mom turned the alliance into a trap; he escapes the island carried out by Reiju and Ichiji, leaving Niji and Yonji behind as prisoners while the castle collapses around them.

    A bounty on a monarch the World Government itself once recognized — however diminished now — would mean the Government moving against one of its own former members. That is exactly why his file sits, to this day, neither opened nor closed: a question of status, not of missing evidence.
