All it takes is a full moon. Minks change under it, into a form called Sulong, and their strength moves into a different order of magnitude entirely. It happened to Bepo against the Blackbeard Pirates, on an island where Law's crew got caught, and it happened after this amount had already been set.
The order of events is the whole interest of this line. The tripling came in the wave of revisions that followed Onigashima, the same one that moved Trafalgar Law to a completely different floor of the registry. At that point the administration knew what the captain was worth and had nothing new on the navigator. A few weeks later the navigator stood up under the moon and contradicted his own file, in front of witnesses with no particular reason to report it to anyone.
So this figure is best read as a perishable snapshot, and it is better enjoyed than complained about. Fifteen hundred berries on a member of the wider Worst Generation's circle is exactly the sort of clerical joke this world commits on purpose and never corrects.
Bepo has never asked for a revision. He is still at the helm, still submerged most of the time, and would probably apologise for having cost the World Government so little. The transformation carries a cost the registry knows nothing about, too: a Mink who holds Sulong for too long burns through his own life force. Whatever Bepo can do under the moon, he cannot do it for long.
