Bounty of Zeo – non-wanted character

Zeo called himself a noble of the Fish-Man District, a title no crown had ever granted him. A carpet shark Fish-Man, he fights with weighted chains and can vanish into his surroundings through a camouflage technique that made his ambushes invisible across Fish-Man Island — right up until he missed his intended target. He was stalking Nami at Gyoncorde Plaza when he ended up facing Brook instead, a mismatch he never chose. None of it ever earned him a single line in any bounty registry, since Hody Jones's revolt was settled on the spot by Ryugu Kingdom before a Marine file could ever open.

His duel with Brook produces the single most brutal image of the whole arc: Zeo severs the skeleton's head with one chain strike, and Brook keeps fighting anyway, thanks to an ability gained during the two-year timeskip that Zeo had no way of anticipating. Brook closes the fight with Kasuriuta: Fubuki Giri, a technique that freezes his own blood into a blade — one of the very first documented uses of his new cold-manipulation power.

Zeo's own file closes in the least noble way imaginable for a self-declared aristocrat: aged decades in minutes by the Energy Steroids, he is arrested the instant his accomplices are, with no rank and no distinction shown to him at all. The title he gave himself never appeared anywhere. His missed target and his defeat both did.
