CONFIDENTIAL

Of all the ships in the Straw Hat Grand Fleet, most of them answer to one man: Orlumbus, nicknamed the Massacre Ruler — a title inherited from his adventuring days in the Prodence Kingdom, never explained in detail within the story itself. He commands the Yonta Maria fleet on his own, and after Dressrosa becomes captain of the seventh ship in Luffy's alliance, without ever cashing in the seniority that many ships would normally buy him.

It's Orlumbus, specifically, who hands one of his own vessels to Captain Ideo, war chief of the Longarm Tribe, so that Ideo can hold a command of his own in the fleet instead of staying an ally with no ship to his name. The gesture cuts against everything his nickname suggests: the man who owns the most ends up giving, not stockpiling, and the Grand Fleet gains one more captain because of it.

His bounty, 148 million berries, cites neither a Devil Fruit nor a named technique — no reliable source credits him with either — setting his file apart from most Grand Fleet captains, usually priced for one specific power. What the register logs here is a build and a ship count, not a fruit: Orlumbus belongs to the rarer type whose striking force is measured in hulls rather than abilities.

Of the dozen or so captains who joined Luffy after Dressrosa, he's the one whose personal fleet, on its own, outnumbers most single crews logged anywhere else in this register.
