Mikazuki never crossed swords with anyone to earn this bounty: he earned it by refusing to pay an invoice. Captain of the Big Helmet Pirates, he has his ship repaired by Water Seven's Galley-La Company, then decides the work — quality acknowledged — costs too much, and settles the dispute with a drawn blade instead of berries, ironically thanking carpenter Paulie for labor he has no intention of ever paying for.

The intimidation doesn't stop at Paulie. Mikazuki threatens Galley-La executives Kaku and Peepley Lulu in turn, then goes so far as to provoke Rob Lucci himself — none of the four revealing, that day, who they would later become: two future CP9 agents in Kaku and Lucci's case, a carpenter who would one day join Luffy's crew in Paulie's. Mikazuki has no idea any of that is coming; he sees only shipyard laborers he assumes he can cheat.

The gamble fails flat. No devil fruit, no blade drawn on the other side — Mikazuki's entire crew is put down by nothing more than the raw physical strength of Galley-La's dockworkers, ordinary men trained to haul steel beams and hull plates all day long, year after year. The scene runs a few pages, but it's enough to explain a modest figure: 36 million for a captain who lost a business negotiation to a team of carpenters before he ever got the chance to lose one to the Marines.
