Nojiko is the one entry in this batch with zero ambiguity to its status: taken in as a baby by Bell-mère after a massacre in the Kingdom of Oykot, she grew up in Cocoyasi Village growing tangerines, never a member of the Arlong Pirates or any other armed group, for the eight years that Arlong ruled the village. Unlike her adoptive sister Nami, forced to wear Arlong's Jolly Roger tattooed onto her shoulder as a mark of ownership, Nojiko chooses to get her own arm and chest tattooed — a design she owes to no one, decided so Nami would never have to carry a forced mark alone.
That gesture, precise and dated to the same stretch of time as Arlong's rule over the village, is the single deliberate act in her entire file; the rest of her life is running a tangerine farm, an occupation not even the most eager administration could relabel as piracy.
The missing bounty carries no ambiguity in her case, no editorial silence worth reading into: she never committed the act that triggers a wanted poster, only lived through the consequences as a hostage of a system Arlong imposed on an entire village. An empty file because there is, quite simply, nothing to put in it.
Nojiko closes this batch on its plainest case: where Skypiea was invisible and Wapol shielded by his own crown, she is simply innocent of anything at all.
