Bounty of Oimo – credible but non-canon

For more than fifty years Oimo guarded the gate at Enies Lobby believing he was honoring a fair deal: the World Government had convinced him and Kashii that their captains, Dorry and Brogy — the last two of the Giant Warrior Pirates — were being held hostage, and that a century of duty at the post would buy their release. Recognizable by his flat nose and flowing orange hair, Oimo held that post without ever once checking the deal himself.

A decade earlier already, the two guards had made the same trip in reverse: they came back once to convince Dorry and Brogy to pause their century-long duel just long enough to fetch fresh weapons from Elbaf, then returned to their post without ever explaining to either captain why that post even existed in the first place.

It's Usopp, met years earlier at Little Garden while trying to talk the two giants into finally going home, who breaks the lie open. Dorry and Brogy had never been anyone's prisoners at all; they had simply kept fighting their century-long duel far from anywhere the Government could reach them. The reveal lands in the middle of the Enies Lobby battle, fifty years into a sentence that had only ever existed on some clerk's paperwork.

No file was ever opened on Oimo, for the simple reason that at that point he had committed no act against the Government whatsoever — he had been serving that same Government, in good faith, for half a century straight. The registry's silence isn't an oversight here; it's an exact photograph of the institutional lie itself. You don't put a price on a guard you spent fifty years manipulating in the first place.
