Bounty of Ohm – non-wanted character

Second-in-command of the God's Army after Enel himself, Ohm carries no Devil Fruit at all — his entire strength runs through an iron dial and through Mantra, the local sixth sense that substitutes, on Skypiea, for any written file on an opponent. The Ordeal of Iron he oversees had a survival rate of zero before the Straw Hats arrived, and Chopper's first attempt against him nearly keeps that streak intact.

Zoro closes the duel instead, by turning Ohm's own trick against him: a blade reinforced with the same iron dial that made Ohm untouchable in the first place. The loss isn't a matter of raw strength outmatched — it's a borrowed weapon, the very thing that shielded him becoming, in someone else's hand, the thing that ends him.

None of this ever reached a Marine file. Skypiea remained, up to that point, an island the World Government had no way to chart: nobody prices a man when the ground he stands on isn't known to exist. Ohm's case isn't administrative leniency, it's total absence of observation — the registry assumes a world under the clouds, never one floating above them.

Once Enel falls, the ordeal Ohm guarded loses its purpose entirely, a trap with nobody left to reset it. He drops out of the story at that exact point, with no source pointing to anything after it — unlike some of the other guardians of the same Army, whose paths at least get a later mention elsewhere in the work.
