Among Enel's four guardians, Shura is the only one no Straw Hat ever fights directly. His opponent, in the Ordeal of the String he presides over, is Wyper — a Shandia warrior, from the side that has fought Skypiea for generations, not a grudge against Enel personally.
The duel ends on a brutal tactical trade: Wyper lets himself get skewered by Shura's Heat Javelin on purpose, buying the one second he needs to land a Reject Dial at point-blank range. Giving up ground to win an opening is a calculation no crew member ever has to make elsewhere in this same arc, which is exactly what makes this particular defeat impossible to swap onto anyone else in the cast.
Shura belongs to a religious chain of command, the God's Army, that never had to answer to any outside authority — not because it was tried and cleared, but because the entire island stayed invisible from the ground, out of reach of any map the World Government ever held. A priest fighting a warrior from a tribe just as absent from any registry produces, by construction, no record for an administration that didn't know either side existed in the first place.
Nothing in the sources points to a continuation after this fight; unlike some of the other guardians, there isn't even a hint of where the story would have left him once the war for Skypiea ended.
