They were outlaws all the same, but at home. Retainers of a lord executed in public, they were hunted, sentenced and scattered by the shogun who took his place, with an Emperor's backing. The absence of a figure says nothing about what they were worth. A senior officer of the crew occupying their country, himself posted at a billion, judged these samurai stronger than his own side's second tier of command, whose members are priced between two hundred and ninety and five hundred and forty-six million. The assessment came from the enemy; it simply was never printed.

A matter of timing compounds the political reason. Four of them were thrown twenty years into the future by a Devil Fruit and so vanished from their own era before anyone could qualify them. They reappeared in a country that believed them dead, facing an occupation twenty years established.
