    Raizo doesn't even know he's eaten a Devil Fruit. The Maki Maki no Mi lets him roll up objects, or drawings, into scrolls he can summon and dismiss at will — but in a country that has never heard of Devil Fruits, he simply calls it a ninja technique, unaware he carries the same kind of power as the pirates he fights.

    Trained to infiltrate rather than confront, he still ends up in a head-on duel at Onigashima against Fukurokuju, an elite ninja of the Beasts Pirates; both men collapse under a crossfire of poison and paralysis, but Raizo is the only one still conscious when it's over.

    That's when one of his scrolls reveals its other use: he had been storing seawater in it, carried all the way from Zou. Together with Jinbe, he uses it to douse the fires tearing through the entire fortress — a rescue role no other Red Scabbard takes on that day.

    Like most of the Red Scabbards, he belongs to the generation Kozuki Toki's fruit carried twenty years into the future alongside young Momonosuke. A running gag follows him from Sabaody all the way to Onigashima, too: the story keeps declaring him dead — drowned, impaled, vanished — only for him to turn up alive every single time, to his companions' comic relief.

    Like his eight companions, he never had a bounty either: the World Government never had access to the file of a man whose entire job was making sure no file existed.
