Kawamatsu is not a kappa. He is a fish-man — a pufferfish type — whom his dying mother begged to pass himself off as a mythical creature rather than reveal his real species, in a country where fish-men face a discrimination that even Wano's total isolation from the outside world never managed to erase. He only shows his true self once, to Kozuki Oden, the man who saves him from a lynching after he washes ashore as an orphaned, shipwrecked child.
He goes on to become Yokozuna, sumo's highest rank, presented as the strongest wrestler in all of Wano — a title won in a sport that never asks anyone to reveal what's underneath the belt. After Oden's death, he guards the lord's daughter Hiyori for seven years before being captured and held another thirteen by the Beasts Pirates, never abandoning either his role as guardian or his disguise.
He is one of the few direct witnesses to Oden's execution, boiled alive for a full hour without a single cry in front of Kuri's population — a scene he will go on to recount himself, years later, to those who never lived through it. It is that same role of storyteller he keeps throughout the tale — the witness to a fall he survived firsthand.
This man never existed for the World Government at all — not behind the kappa disguise, and certainly not behind the far rarer truth of a fish-man living in Wano.
