    CONFIDENTIAL

Charlotte Pudding first existed, for most of the world, as a manufactured fiancée: the arranged marriage to Sanji was meant to seal her mother's annexation of the Vinsmoke family, right up until she actually fell for the man she'd been sent to manipulate — and erased that memory herself to protect him from what was coming next. The Memo Memo no Mi, which turns memories into physical film that can be edited and replayed, would have justified a bounty on its own merits. None was ever published.

On the day of that same wedding, ordered by her mother to shoot Sanji the instant he lifted her veil and saw her third eye for himself, she breaks down crying instead of pulling the trigger — undone by the memory of every classmate who ever mocked that same eye, not by any political calculation.

That same third eye, inherited from the Three-Eye Tribe on her father's side and capable of reading Road Poneglyphs, changes what kind of problem she poses to the world. She stops being just an Emperor-crew officer and becomes a key instead. When Whole Cake Island loses her mother's protection, it isn't the Marines who come for her — it's the Blackbeard Pirates. Kuzan and Van Augur take her directly, after freezing Chocolate Town solid along with Charlotte Cracker, who tries and fails to stand between them.

The World Government prices threats; the Blackbeard Pirates collect assets instead. Pudding crossed from the second category straight past the first one entirely — her name never made a wanted poster, only the private shortlist of a rival organization that decided she was worth kidnapping rather than reporting to anyone.
