    Fukuro has no devil fruit and no memorable nickname, which makes his file the hardest of CP9's last four agents to tell. Where Kalifa dissolves strength into foam, Jabra turns into a wolf, and Kumadori commands even his own hair, Fukuro relies on nothing but a technical combination of Rokushiki — Soru, Geppo and Tekkai chained together with his own precision, no weapon borrowed from biology. His doriki rating, around 800, is the lowest measured of the four; his combat strength lives entirely in the execution, not in raw power.

    Franky takes him out at Enies Lobby with a single Coup de Vent that sends him clear off the deck — an unremarkable defeat, matching the rest of his file. No source documents a cover story, a civilian life, or a personal legend for him, unlike colleagues who spent years undercover inside an entire city: here the silence isn't a well-kept secret, just an absence of material.

    Cross Guild has issued neither figure nor symbol for him, same as the rest of his unit — a state intelligence operative sits outside the reach of an organization built to price declared enemies of pirates. But with Fukuro that blank meets another blank already running through his own record: no public trace, no anecdote, only a technical skill set executed and then cut short.

    CP9 held masks, ranks and family drama. Fukuro is only a function — and the cheapest one of the four to measure.
