He ran Impel Down before becoming one of its inmates. As Head Jailer under Warden Magellan, Shiryu massacred prisoners for no reason beyond cruelty, until his own administration tried him, sentenced him to death, and locked him away on Level 6 — the floor reserved for men the world's most feared prison considers beyond saving, the same floor where Portgas D. Ace once waited before his transfer to the execution platform at Marineford.

The breakout triggered by Luffy and Blackbeard's arrival at Impel Down handed him an exit no trial ever would have granted. He joined Blackbeard's crew in the chaos that followed, invisible thanks to the Suke Suke no Mi, and immediately performed one very specific service for his new crewmates: curing the men Magellan, his own former superior, had poisoned during their escape. The most feared jailer in the penitentiary's history became, within hours, the man neutralizing his old boss's poison.

No figure comes attached to a file this dense. Magellan himself has never received a public rating from Cross Guild; his former subordinate gets no more from the Marines either. The World Government, which tried him and signed his death sentence, certainly knows the number — Oda has simply never shown it to the reader. What stays visible is the arc itself: jailer, condemned man, escapee, and the unlikeliest medic a crew he once could have slaughtered without blinking has ever had.
