Hamburg’s WANTED poster — neutralized version.

Hamburg is the smallest of the Groggy Monsters, the Foxy Pirates' combat unit, yet he leads it alongside Pickles and his blade, and Big Pan and her giant skillets — a gorilla-built brute who laughs at everything, including his own crew when they cheat. The trio stays undefeated in the Groggy Ring arena because the referee looks the other way on their illegal weapons and on the fact that the capture marker always sits on the tallest of the three, never on an opponent who could actually land a clean hit; their first loss comes only when Zoro and Sanji team up against them.
That setup may be exactly why no bounty was ever posted on him: the Davy Back Fight that structures this crew's entire existence is a challenge accepted captain-to-captain, not an assault the Marines would have cause to punish, even when the officiating itself is bought.
The only number attached to this crew belongs to its captain: Foxy's own bounty caps out at 24,000,000 berries, among the lowest ever posted for an active captain on the Grand Line. A figure that low signals a threat the World Government considers minor at best; a mere lieutenant like Hamburg, however crafty his organized cheating, never clears the bar that would earn him even that single line in the registry. The paradox fits in one sentence: a trio that loses only once despite cheating relentlessly stays off every registry there is, because its own victims agreed to the rules of the game before the first blow ever landed.
