The story behind it
Douglas Bullet was born on a Grand Line island locked in endless war and raised as a child soldier in Galzburg's army, where the recruits thrown at the front line were all called Bullet. The Gasha Gasha no Mi, eaten at thirteen, lets him take apart any inanimate object and reassemble it by thought alone. By fourteen he had nearly ended the war single-handed, so his comrades and his general, Douglas Gray, tried to kill him for fear of his strength. He wiped them out and the country with them, which is what put him on the World Government's radar.
At fifteen he challenged Gol D. Roger and lost for the first time. He kept coming back, then joined the crew to keep challenging Roger from within. Three years on, having learned of his captain's illness, he fought him one last time, lost again, and left before Laugh Tale. After Roger's execution he ravaged the seas until a Buster Call was mounted against him alone, led by Sengoku and Garp and reinforced by pirates he had ruined.
Over 100 million is only a floor, and it squares with his cell: Bullet spent more than twenty years on Impel Down's Level 6, below the floor reserved for bounties of 100 million and up, training. Marshall D. Teach let his cell open but would not take him aboard, out of fear. Free again, he flattens nine Supernovas bare-handed, and it takes Luffy, then worth 1.5 billion, to finally put him down after a makeshift alliance with Law, Hancock and Crocodile.
All of this belongs to the film One Piece: Stampede, released in 2019 for the anime's twentieth anniversary, with Oda as creative supervisor. The film's Eternal Pose is where audiences first saw the spelling Laugh Tale instead of Raftel; the manga confirmed it a few months later. What becomes of Bullet after his defeat is never shown.
